The Regional Waste Mangement Authority has recently added four full time staff members whch include an Executive Director and three Management Analysts. Yuba-Sutter Transit staff will continue to provide additional support during the tranistion.

Carrie Baxter has fifteen years of experience in solid waste consulting in a broad range of operational, planning, and financial projects. She is an expert in providing legislative compliance assistance to local jurisdictions for implementing or expanding programs related to collection, tracking, and infrastructure development, as well as assisting in negotiating improvements and best practices into municipal codes and collection agreements. Carrie is passionate about identifying how to incentivize diversion and engage their community and stakeholders.

When not hard at work, Carrie can be found enjoying the outdoors camping or hiking with her family.

Shannon Aldrich, Management Analyst

Shannon Aldrich has been working at the Regional Waste Management Authority for three years and has been working on the new SB1383 legislation. She helps ensure that the six jurisdictions are in compliance with this new legislation and work with local business owners to educate and assist them with the next steps they will need to take in the process. Shannon also assists with administrative duties, the tire amnesty program, and route review audits. Shannon has a passion for providing outreach to the community and building relationships with the RWMA partners to ensure there are strong relationships between the Regional Waste Management Authority and its community leaders.

When Shannon is not working, she enjoys being with her children and going to Disneyland for her family vacations!

Nathan Arechiga, Management Analyst II

Nathan Arechiga supports the Regional Waste Management Authority with a strong background in grant management, budgeting, and public policy. He works on a variety of programs including SB 1383 compliance, franchise agreement reviews, and community outreach. Nathan also helps create media materials, gives presentations to local leaders, and works closely with partner agencies to improve services and meet regulations. He’s focused on finding practical ways to boost sustainability and connect with the community.

Outside of work, Nathan enjoys spending time with his wife and their beagle, Dexter, or searching for the best local burgers and smoothies.

Omie Hartman, Management Analyst II

Raised in Sacramento, CA, Omie Hartman Jr joined the Regional Waste Management Authority team May of 2024. Omie helps ensure commercial businesses comply with Senate Bill 1383 across jurisdictions in Yuba-Sutter County. His work extends to collaborating with Recology and other partner agencies, securing grant funding, reviewing franchise agreements, and delivering educational presentations throughout the community. Omie also oversees compliance with SB 1383’s procurement mandates, ensuring jurisdictions are meeting recycled content goals. Omie seeks to engage the community with the goal of moving sustainable practices forward.
Outside of the office, Omie cherishes his role as a father, spending quality time with family, and staying active in the world of sports – whether watching, playing, or coaching. A proud fan of the San Francisco Giants and Sacramento Kings, he brings the same team spirit to work.
